What is the difference between an Oregon antifa terrorist and a Florida antifa terrorist?
An Oregon antifa terrorist is catch and release, whIle a Florida antifa member gets mounted.

Regarding when-- probably before in anticipation of activities and after returning safely from something they consider successful.
