Found this just now.  And I have the same question.  Why is this directed at licensed operators?  Its a strange world and getting stranger!

    TLDL, here's the actual advisory: https://docs.fcc.gov/public/attachments/DA-21-73A1.pdf   It is interesting that it was released on a Sunday.  I'm guessing the .gov is just looking at additional charges to add for unruly suspects.  Funny they didn't do that all last summer while Antifa coordinated their riots.  The .gov gloves are coming off.
