Ruger 22 pistol

Why do you need an FFL to order a Ruger 22 Mark I, II, or III pistol barrel when the lower reciever of an AR15 is concidered the gun? I have a bull barrel on mine and would like to get the standard barrel.

With a Ruger MK.... the barreled upper has the serial number, not the lower(grip).  With an AR the serialized part is the lower receiver.  It is different for different guns.  The SCAR for example has a serialized upper. While a good majority of pistols have the frame serialized this is not the case with the Ruger 22 Mk series.
