 Remington Awarded Contract to Supply U.S. Army with Carbines

It would appear things are looking up for the once bankrupt Remington Arms. In May of 2018, Remington Arms exited bankruptcy. Then in July of 2018 the company was awarded a contract to supply the U.S. Army with Commercial Off The Shelf (COTS) 5.56mm Carbines.

What I don't understand is why the Army wants Semi-Auto carbines. The only thing I can think of is for National Guard outfits.
Can someone please enlighten me?

I think the key words in the article are, "For key allies". They must be planning to give them to countries that are too poor to buy their own and we don't want them to go full auto because we found out during Viet Nam that our soldiers were burning too much ammo by setting their guns on full auto. Also, past experience has shown that we don't want them to go full auto when they turn them on us. We are idiots!!!
