Federal data bank of gun owners

This was a program during the Clinton administration that was supposedly canceled after six months. I don't believe it for a minute. If it was canceled then why when you fill out a background check form you have to put the type, caliper, serial numbers and how many guns being purchased at this time? Just the fact that you are eligible to purchase a gun should be enough.

It must be a pretty long list with ~33% of adults owning a gun.

I probably was on that list.  But I had to sell them all because of some medical issues.  Or am I still on it but don't belong there?

You do not have to list caliber on the 4473 form. Where it reads TYPE of FIREARM PURCHASED you only have to write handgun or long Gun.

When I had my C&R FFL the only other form I had to fill out NOT for my purchase but for a sale was a state form. Again I only wrote in handgun or long gun.

The SS # is for several reasons but you never give it when you do the NICS telephone check. The resons are:

> Accounting. The SS # of the guns coming in match the guns going out. Used when the BATF&E comes to audit
   you
> Trace a gun from manufacture to FFL to owner in a murder type of thing.

The Form 4473 only has to be kept for twenty years. It only needs to be kept on the premises of the FFL business for seven years. After that it can be kept at a secure location.

I know several FFL businesses who keep their 7+ year Form 4473 in a wood shed a safe distance away from their business but close enough to throw a match into.  ;) Stuff happens man.

Now with all that written there is a movement by the BATF&E to have all Form 4473's scanned and sent to them for book keeping purposes. This is not law at the moment however I have heard of some FFL folks doing this already.

That is horrible, and I can assure you that if I had any inclination that any ffl I was dealing with did that I would take any and all of my business elsewhere.....and I would council anyone within earshot to do the same as well.

JMac. It might be a state requirement here in Delaware because the shop put everything but the SS#.

Others may know more.

Yes JoJo you are probably right. It is a state requirement.

Each state has their own rules. In RI not only does the shop have to do a NICS check they also have to send a separate form to the police chief of where you live. The theory is that he/she would have more up to date info on you, e.g. domestic violence, recent drug bust that has not made it to the NICS check center in West Virginia, etc.
This is not done if you have a CCW.

There are states that restrict your weapon purchases to only one a night. Others require you to get a permit each time you buy a firearm - New Jersey comes to mind.

I lived in the police state of New Jersey for 35 years. You needed a firearms permit to buy a long gun but once you had the permit you were good until you moved or were arrested. Hand guns needed the permit and a handgun permit to buy a handgun everytime you wanted to buy one. It took me nine monthe to get a firearms permit. The handgun permit is only good once for 90days and once you buy the gun you must have the permit on you when transporting the gun to the fireing range.
 I was always scared when transporting a firearm in NJ because you are only allowed to transport a weapon to a range without any stops inbetween.
