This is comepltely important.  I would also suggest reading "Resistance to Tyranny" by Joseph Martino and "Total Resistance" by Von Dach - otherwise you have to delve into the accounts of Mau, Che, Stories of the French Resistance and others.  There really is no model here as every situation is different, but looking at as many models as possible.

If you look at any tea party you will quickly notice that most of the "fed up" folks are not in their light infantry prime.  That doesn't mean they can't be useful.  They are likely more important than any shooter. 

If they aren't already on board get them storing food, med supplies and other logistics, Get them trained in self defense and medicine, HAM radio etc.

Ive read and heard that SF medics are one of the most critical aspects to winning hearts and minds in ODA teams. My experience with EMT-B training so far is that although its not preferred you can quickly teach people what is needed to meet National requirements. Ive been considering purchasing some of the training equipment, when the paychecks come around, if I need to train like minded people in a SHTF scenario. Of course certain things wouldnt be avaliable like items that require a power source and certain medications. However other treatments will have to be substituted and improvised using herbal meds. Kinda like how Selco said he constantly used Rakia plants to treat wounds.

With a little preplanning and logistics you could have the ability to produce medical responders for your AO.
