I was reading a bit today and ran across Thomas Jefferson's quote about lotteries as a tax to fund the government.  I think ole Joe must have read the same quote but got a bit confused: He wants to use gambling to fund the government too.  Maybe a good idea, though I have my doubts that Russian Roulette is the way to do it.
