It's an inexpensive way to get an antenna up, and it's low tech.  The choke (coil winding) is definitely needed to de-couple the antenna from the coax.  It's more suitable for 28.00 MHz and up, and would probably work well on 2 meters.  It would make a good rainy Saturday afternoon project.  I'm not sure how durable it would be.
