The air waves could become very quiet if RDF is applied as it was by the Naziis to find and silence transmitters.
Being mobile is better than stationary but natural limits (logistically) would work in the tyrant's favor.
Plus, the more government succeeds in silencing "pirate radio" the less common folk will monitor it - a negative feedback loop, self (or rather, government) re-enforcing.
Turn in your guns? (they know what you have, registered or not if you feed them and the ammo isn't cash-bought)
Turn in your HAM equipment? (the stuff has bulk/weight, needs power/antennas -also bulky/heavy)
Big Brother has the means (and obvious intent) of occupying the high (technological) ground.
