Like many other bandit countries like N.Korea, Iran, and Palestine they need to feel like "players" on the national scene. So to remain above the fold on your newspaper or in the first 5 minutes of a TV broadcast they say and do things to gain the attention. Not unlike the child who does something to gain attention.
For the most part it is just noise. One day however, the right person will be in power and the stars will align for some apocalyptic event to ensue.
The secret of course is to know when to launch a preemptive strategical strike to knock out or disrupt their plans before they are executed. Israel has a proven track record of doing just this.
