Russia Recalls Washington Envoy After Biden Calls Putin A Killer

On March 16, 2021, ABC's George Stephanopoulos had a 15-minute interview with President Biden. During the interview, Biden said that Russia President Vladimir Vladimirovich Putin was a "killer" and who would "pay a price" for election meddling.

Now a country leader calling another country leader a 'killer' is never a good thing.
In response to Biden's comments, yesterday Putin recalled the ambassador (https://www.msn.com/en-us/news/world/moscow-washington-ties-in-e2-80-98crisis-e2-80-99-russia-recalls-us-envoy/ar-BB1eImRw) to the United States.
I wonder if this is the precursor of a new 'cold war' between Russia and the United States. Typically, ambassador's are called home weeks before a big event not unlike the Japanese several weeks before the bombing of Pearl Harbor.
