A: Senate Bill 249 (Yee SD-08 ?Firearms: assault weapon conversion kits?) is a California State Senate bill authored by Senator Leland Yee designed to prohibit possession, importation, making, selling, transferring, or loaning, any ?conversion kit.?
If this Bill passes, beginning July 1, 2013, violating the newly-added gun control laws would subject people to civil and criminal liability.
Penal Code section 17(a) makes a violation of the proposed law a misdemeanor since the proscribed conduct addressed in the bill is not listed as an infraction. (?A felony is a crime that is punishable with death, by imprisonment in the state prison, or notwithstanding any other provision of law, by imprisonment in a county jail under the provisions of subdivision (h) of Section 1170. Every other crime or public offense is a misdemeanor except those offenses that are classified as infractions.? Emphasis added.) Additionally, ?conversion kits? could also considered a public nuisance.
SB 249 would subject hundreds of thousands of personal property items to state-sponsored confiscation without compensation, an unlawful taking under the Fifth Amendment to the United States Constitution.

Thats the point. Its so ambiguous, it could be anything, but its more specifically aimed at the bullet button. They are looking to make any weapon that recieves a detachable magazine and is semi automatic an assault rifle, essentially forcing you to weld your magazine into the reciever or some other "more permanant circumuvention" to inhibit your ability to detach the ammunition feeding device.

Ah i see. Yeah that is very broad in definition as like you say anything other then a solid welded shut magwell could fall under a "conversion kit". Actually even the metal piece used to block the magwell in the welding process could fall under that law. Not good.

Is it only CA residents who should sign the petition, because if not, I'll sign it. I think its ridiculous all the shit and hoops you have to jump through out there. They infringe on the right to keep and bear arms so freaking bad out there, and the ridiculous crap they make you jump through isn't keeping the law-abiding people any safer.
I fear soon enough, they will pass crap like this on the Federal level and we will all have to abide by these ridiculous restrictions. >:( >:( >:(

I believe it is reserved for CA residents only. I completely agree with you in regards to the 2nd. It aggrevates me to no end. I have done violence on the behalf of this country and state with the weapons they trained me with, in the countries they sent me to, yet I am restricted when owning such firearms is out of their reach of dictation.
