Two people tried to ram the main gate to enter the headquarters of the National Security Agency at Fort Meade, Maryland on Monday, according to a federal law enforcement official briefed on the investigation. An NSA police officer shot one of the people dead dead and seriously injured the second.

Sounds like a suicide by cop thing.

What ever the intent was.... it seems to have not made much of an impact.
