  If NoKo attacks us with an EMP I believe we would retaliate with an EMP weapon, as our first strike which would affect parts of China and Russia. It is my opinion that they won't let that happen. An EMP blast does not recognize boarders. On our side Canada and Mexico will also be affected.

 Granted some parts are still back in the stone age but their radar, missile sites are all over the country. We won't be targeting people but military sites.

The effects of an EMP blast can be managed. Low yield, low altitude blasts can limit the affected area so other countries are minimally effected. A lot of electronic devices that operate above 100 Mhz can survive an EMP if they are located at a reasonably far distance. One large yield blast at 300 miles up over St.Louis would be very nasty for everybody between the Rockies and the Appalachian mountains. The mountains would block a lot of the EMP signal. I don't think an EMP attack would be a one shot deal. That would leave the highly populated areas fairly unscathed. It would take 3 well placed blasts to devastate the US. One high altitude blast over the mid country and one 60 mile altitude blast over the mid Atlantic and mid Pacific coast. I think our method would be to use low yield, low altitude blast over all of NoKo's  populated areas. Their rural areas are pretty much used to no electricity anyway. I'd like to think that NoKo isn't stupid enough to try an attack but I've learned over the years that people can be a lot stupider than one would think. They still vote for Democrats don't they?

Aside from the very complicated issue of EMP effects and such.

One of the more scary times in my career as an Infantryman was spending a whole year stationed on the DMZ in Korea in the mid 80s.

I kid you not. The North Koreans are freaking nuts. Never underestimate them and do not expect them to be rational. Anything is possible.

That is the million dollar question.

To be honest it is not beyond the realm of possibility. Yes they are that crazy in a way.

I do see the potential for another bad actor, convincing them to do it. Someone like China tell them that they have their back if they do so. With no intention of covering them if they do so.

In that instance it would be a win/win for the bad actor.

America gets taken down a peg and years trying to fix the damage. That would lessen the US interfering with the bad actors plans internationally. Without risking direct conflict with the US.
