At Alarm and Muster we broke it down to National, Regional and State levels and that was the way information moved along the chain either up or down. As example Ken calls his State Contact tells him "Such and such, blah blah blah on the corner of 10th and Main," the POC would then call the Regional and they would decide how to play it from there. If need be they could look though the list and see if they could contact someone who is on the ground to substantiate the report and if so it would go up to the National POC.

It was a good system in that it allowed the State and Regional POC to determine the validity of the report all the while freeing the National to make a determination as to the level of alert.

Say for example that another L.A. Riot broke out. Someone on the ground would kick that report to their State POC, State would call the West Coast POC. They would turn on the news, verify and report to National. National would inform Region stand by due to the potential for unrest and would get State to Muster it's phone tree due to a very real threat on the ground. At that point the State POC has bigger fish to fry so he bails and National and Regional have a clipped conversation about informing the Region or maybe even the Nation.

This up and down flow of traffic is critical for success it allow you to figure out what the message will be, a brush fire in Florida doesn't mean shit to me but for RvR it's important news, right?

We did a 1:6 from the State POC down, with a loop back to the POC every other level to make sure that the chain was working. I.e. John calls six people and each one of them calls six people. Lets say I am on that second node one of my six people is John. This lets him know that node two has the message... it works really well in an excel spread sheet. In practice people were instructed to text their sixth with a assigned number that served as their head being counted and that way we could see that node 7 had a bad branch and we could bypass it and inform those 6 people who were in the dark.

Does any of that make sense?
