Here's what I think about countering identification/monitoring technology: Like a commenter on EJR's YT video said, if the government lets a guy describe the capabilities of X machine or Y technology, then the equipment the government uses is likely way beyond that. I'm not saying that we shouldn't think about strategies to avoid those technologies, but personally I know that my chances of evading it are slim because it would take me a long time to get up to speed on the technologies that the government isn't even using any more, much less the current ones in use that we're not told about and that I have no clue how to preempt. So, my strategy might be just to avoid taking extra precautions and seem as if I am doing nothing of interest. I'm not doing anything illegal anyway. In fact, I think that telling the public about certain technologies and about IR inserts might actually help the govt spot you. If they know what they've allowed the public to know, they might have tech that identifies who has oddly-placed IR inserts which would make that person even more suspicious, as it is likely he/she did it in an attempt to avoid surveillance tech (or thinks he is, since in actuality his perception of tech is actually decades behind current tech abilities).
I'm not saying that scenario is correct, because I just don't know. I do know that I have only limited time to do things, and studying up on surveillance tech would take up a LOT of it, to questionable effect if govt tech is actually beyond those capabilities. I can focus on survival skills in suburban/rural areas without worrying about cameras in a big city where I will not be. I'm only in ATL maybe once a year or so, anyway.
