I am of the mind set that it would be an EMP not a ground focused detonation.

Would depend on the size of the warhead and just how far down the target list strikes got - 400kt+, yeah fallout would be an issue according to most projections.

I looked at the map and I feel that Fort Pickett and Fort Lee(closest to me) would be minor targets because Fort Picket(40 miles West of me) is a Tank training facility and Fort Lee(20 miles North of me) is a Quartermaster training school. All that Military stuff around the Norfolk/Hampton/Virginia Beach area(70 miles East of me) would definitely be targeted because of the massive Air and Naval stuff. Also NASA is located in Hampton Rhoads and a lot of Nuclear warheads are stored near Yorktown. The Northwest to Southeast prevailing winds should take any fallout away from me but I have Potassium Iodide tablets and a Geiger Counter so I can monitor any dangerous levels of radiation. I don't think that the Norfolk area would get a bunch of small nuclear blasts. I think that area would get hit by a massive bomb to take out the entire area all at one time. Now, as for a high altitude EMP Blast........ If one massive high altitude blast took place over KANSAS(the center of the US), it would effect part of Canada and Mexico. If that happened and it took out the power in those Countries, then they would be really pissed off. I do think that Kansas would be one of the main high altitude blast areas but it would go off at a much lower altitude in order to not effect Canada and Mexico. If that happens, then the Rocky mountains and the Appalachian mountains would shield the East and West coasts from the EMP. That means that secondary high altitude blasts would have to be set off over the East and West coasts. Since most of the US population lives near the coasts, blasts over the coasts would be a certainty.

I seriously doubt that if things went nuclear, the powers involved would give a rat's ass over what Mexico thought.  Since Canada would be assumed by them to be a US/UK ally, they'd share all of the joys of the nuclear toys along with us.
Assuming things go nuclear, which I feverently hope never happens, I feel a minimum of 3 large EMP's is likely, if not many more. Personally, if I was conducting strategy for a strike there would be a dozen+, as you have to assume some sort of ABM defense would work. I'd leave large population centers alone (assuming no vital military target), to add to the post strike chaos and confusion. Millions starving and freezing throughout the country. It would be likely that alone would bring the government down as it failed to contain/correct the post-strike situation. The likely result would either be near total collapse or a military junta remaining.
In any event, even the prepared would face, at best, a seriously fubared situation. More than likely most would face a fatal one.

Since we really don't know exactly how large or small scale nuclear encounter would be, I have to agree with most of what RB said. No matter what happens, there will certainly be a "Crap Storm"(notice how I kept that clean). Even the most prepared and well trained would be in grave jeopardy. Since the people of today have never seen a war on our own land, they wouldn't know whether to "Crap Or Go Blind"(notice I kept that one clean also). I think that even a small military situation would create a massive civilian problem.

Yeah, you are toast.  If not in the initial blasts then in the follow up from Richmond and VaBch remnants heading out of those areas.

Do what I will be doing here.  Hold them at the James.
