Title: PA Police Chief Calls for Volunteers

Unverified source, but interesting nonetheless. I've often heard it said that sheriffs and other high ranking cops have the power to form groups under their command, but I've never seen it actually done.

He's made statements about organizing chapters in other states. I think his execution of the idea is flawless: unanimous approval by local government and large popular support of the people.
