Screw emissions test. Unplug your negative battery feed for five minutes then replace it. This will reset your check engine bullshit on most vehicles and trick their computer. Just get the inspection done right after, normally within 50 miles of reset or the sensors will retrigger. As long as your safety (lights, horn, tires, etc) check out you'll be fine. Registration is a whole other ball game. Some states or more lax than others. Most people wait two years to register a vehicle after moving here and it's no big deal. NY being NY will probably find a way two screw you every way possible though.
