Back in the 70's & 80's, one of my uncles would do something far more devious to the IRS.
He discovered that the IRS must (by their own rules) make multiple copies and file EVERYTHING they receive by mail. So he went out of his way to send his tax return, in as large of a box as he could find, along with as many phone books and Sears catalogs as would fit in the box. That went on for years until the IRS eventually changed their rules.
