Interesting video well worth 6 minutes of your time. In short, there are security folks at the Sheriffs office in Burns that has no insignia on them. They all look like Security Contractors.

security company - not likely, no uniformity. masks not needed - why carry?
mercs, possible but not likely - too expensive.
volunteers... deputized? no badges - so not sworn.
"we are here supporting the Shariff." a Sheriff came out to see what was going on. some kind of irregular malitia, in with the Sheriff's department? probably former LEO not military by their rigs.
- not a bad scouting run, wish he had scanned the parking lots for other plates. at least two of the vehicles were armored, one had a lockable gunvault. probably a fed response team. The suburbans may have had vaults in the back.

I wouldnt be surprised if they were Fisheries agents. After all it was a Fisheries and Wildlife office that was occupied. My sister in-law and her husband work primarily in the law-enforcement end of Fisheries and their trucks and gear looks very much along the lines of what was out there. I would not be surprised that they did not declare their agency as it was meant to be a local operation not a Fed one and they seem to intentionally wanted to downplay Fed involvement. You have to remember that Fisheries agents regularly patrol large areas of wilderness solo. I have had the opportunity to train with a few and they were definitely squared away.
This is speculation only, I have no specific info other than what observed.
