I do think it is a state by state deal on the ammo.
These four states I am familiar with...
New York - They ask your birth date and put it into the register to allow the transaction to continue. I always subtract 21
from the day I am there buying ammo. April 16, 2017 becomes April 15, 1996 as my B-Day. By the way you
can buy rifle ammo at 18 or older but you have to be 21 or older to buy handgun ammo including .22LR
Massachusetts - You have to have a "Blue Card". You attain a blue card after you take a class and take a test. Similarly,
you have to be over 21 to buy handgun ammo. Oh also, you can not take ammo to the register. The
salesman takes it to the counter.
Pennsylvania - No id required or any sully questions. It use to be no age minimum either but who knows that could of
changed. When a I was a youth, for .22LR only, they use to write your name in a book and how
many boxes you bought. I think that changed though.
Rhode Island - Pretty much like PA.
