Was browsing through my YT subscription list and came upon this from smithfix (chuck), and railing against CERT (https://www.citizencorps.gov/cert/) (Community Emergency Response Teams). Wondering what everyone's opinion of this organization is. Never really heard much about them before the rant below.

Would it be accurate that it's FEMA trying to recruit citizens to do their dirty work?

No more like just manpower. They have a non-malicious use as well, If there is a mass causality incident natural disaster or something similar they come to help.
The whole point of the organization is to have manpower to work behind the scenes while all the three letter agencies can occupy themselves with the incident.
heres a excert from one of their exercises.
Incident Command
Sizeup
Communications
Hazardous materials identification
Medical treatment area setup
Medical triage
Lifesaving intervention
Head-to-toe assessments.
Splinting and bandaging
Search procedures ? interior
