   They're GMRS radios, nothing special, you can buy similar model's at Walmarts.  The 25 mile range would be under ideal conditions, perhaps from mountain peak to mountain peak.  In real life you would get a 1/2 to 2 mile range.

yup, GMRS.
if you're going to invest in GMRS, get a base station with a repeater function to make your range reasonable.
example, Midland - MXT400 is a 40W - add a decent antenna at a good height and that should be nice for short range patrols. i picked it a bit at random - its semi portable - think gator or quad.

i still like the idea of using a set of maritime radios in a TEOTWAWKI.  - cheap, good range, and an odd band when used inland.

The FRS and GMRS frequencies overlap and are in the 450 Mhz band. I've seen some evidence that the FCC is going to stop charging a the $85 fee for issueing GMRS Licenses but that has not been confirmed. I'm a MURS freak. The MURS 2 meter band gets way better range even though its limited to 2 watts. I'm also a BaoFeng freak because the UV5R is a $25 dual band radio (2 meters/440) and can operate on Marine, FRS, GMRS, MURS and HAM. During an emergency situation, I'm not going to let speeding influence my use of extra power. I keep about a dozen preprogrammed and fully charged UV5R's around the house and have given some others to family members for an emergency.

Yep. Basically that's about it. I could go on a rant about what I think everybody ought to do but in the end it would just be my opinion. I will say this. A watt is a watt, no matter what radio it comes out of. One watt out of a Motorola is the same watt that comes out of a WackyJackyPieceofcrappy. I'm all about the biggest bang for the buck. I want all the features I can get for the least dollars spent.
