I think "Unionize" is the wrong word here. "Personalize" is more like it. Caesar wishes to draw a legion unto himself, one that would be loyal to him no matter what.

I'm sure there are those on the left who would love to do this.  I'm also reasonably sure that this act by itself would be enough to get the Joint Chiefs to march on the White House.
