In essence, since 1970 folks that keep gun powder in their home are required to let your town's fire company know. This law was for the protection of the fireman if there was a fire. Well now the ATF has proposed a new "rule" making it a felony if you do not notify your Fire Chief of quantities and types of gun powder you keep on hand yearly.
