On December 4 Breitbart News reported that House Leadership plans to add gun control legislation to Rep. Richard Hudson’s (R-NC) national reciprocity bill when it comes to the floor for a vote.

Breitbart News has since learned that the legislation being eyed by House Leadership is similar to background check legislation that was pushed while Rep. Nancy Pelosi (D-CA) was Speaker of the House. That push, which ultimately passed and was signed by George W. Bush, consisted of “improving” the National Instant Criminal Background Check System (NICS) but was subsequently parlayed into expanding the number and types of persons listed as prohibited from gun purchases.

Barack Obama’s Social Security gun ban was a clear example of how the Pelosi-era gun controls matured. Obama’s ban opened the door to prohibiting gun purchases by Social Security beneficiaries who required help managing their finances. The Social Security gun ban did not necessarily target harmful people, but it did threaten the gun rights of a large swath of elderly persons whose only means of defense might be the .38 Special revolver or 9mm pistol on the nightstand.

Duke University psychiatry and behavioral science professor Jeffrey Swanson described the Social Security gun ban as a method of punishing the “vulnerable” rather than the dangerous.

A repeal of the Social Security gun ban was signed by President Trump in February 2017, but the “fix-NICS” gun control House Leadership plans to piggyback on national reciprocity runs the risk of putting bureaucrats between Americans and their guns once more. Gun Owners of America reports that “‘fix-NICS’ would require that the rolls of Social Security, Medicare, Medicaid, CHIP, and ObamaCare be trolled for recipients with PTSD, ADHD, or Alzheimer’s — that is, people who have had guardians appointed.”

“Fix-NICS” is a bill that should be considered separately where it can be supported or rejected on its own merit, instead of sneaked through while Americans are thinking about reciprocity being corrected.

Concealed Carry Reciprocity Act: What you need to know

House Republicans on Wednesday voted in favor of making concealed-carry permits valid across state lines, scoring a major victory for gun-rights supporters.

But similar Senate legislation still faces an uncertain future, with top Democrats and other gun-control advocates rallying in opposition on Capitol Hill.

The Concealed Carry Reciprocity Act passed 231-198 in the GOP-controlled House, with six Democrats voting in support.

“For the millions of law-abiding citizens who lawfully carry concealed to protect themselves, for conservatives who want to strengthen our Second Amendment rights, and for the overwhelming majority of Americans who support concealed carry reciprocity, Christmas came early,” Rep. Richard Hudson, R-N.C., the bill's sponsor, reacted.

Hudson had tried unsuccessfully for years to pass such legislation, which he says simply attempts to clarify the patchwork of state laws that confuse citizens who might unwittingly be arrested while going from state to state.

The three-term congressman has garnered strong support for his bipartisan legislation -- including 213 co-sponsors as well as 24 state attorneys general and the National Rifle Association.

“Despite scare tactics by the bill’s opponents, concealed-carry licensees as a group have proven to be more law-abiding than the general population and even the police,” the NRA said before balloting. “We are on the eve of  passing the most expansive piece of self-defense legislation in the history of Congress.”

New York Democratic Rep. Jerrold Nadler said at a rally outside House chambers, that Hudson’s bill represented “a gift to the gun lobby.”

Another critic is Jane Dougherty, whose sister, a teacher, was killed in the 2012 Sandy Hook Elementary School massacre. She said, “This bill would weaken laws that I have worked hard for.”

Those attending the rally continued to make the argument that the bill would put guns in the hands of criminals, and suggested that those from states with loose concealed-carry laws would be able to exercise those privileges in places like New York City that have stricter requirements.

“When I go to New York, I have to follow New York’s laws,” Hudson recently told “Fox News @ Night." He also maintains that the bill in no way softens background checks.

Those at the rally also also contended that the House bill was combined with so-called “Fix NICS” legislation so it could pass. The reciprocity bill includes efforts to create “maximum coordination” in states providing the federal government with mental health records and other information for FBI gun background checks.

The Fix NICS Act of 2017 is a bill that applies penalties to government agencies for not reporting to the National Instant Criminal Background Check System.

“They are combining these to pieces of legislation together because they know the conceal carry (bill) is extremely unpopular,” said Connecticut Democratic Sen. Chris Murphy. Murphy praised Texas Sen. John Cornyn, a Repuiblican who sponsors the Senate version of the concealed-carry legislation, for keeping the measures separate.

Gun-control advocates are also reportedly getting $25 million from ex-New York Mayor Michael Bloomberg, through his Everytown for Gun Safety group, to block the reciprocity bill.

Cornyn’s bill is now in his chamber’s Judiciary Committee.

In 2013, Cornyn got support for his bill from 13 Democrats, including seven who are still in the Senate. He would need their support and more to pass the measure with a 60-vote majority, considering Republicans have 52 senators in the chamber.

 Lets hope for the best. I don't have a concealed-carry permit and one reason is I'm surrounded by states that don't accept my states license. If it passes I will save up to get one. Expensive in Delaware.

Wife wants to move back to The Police State of New Jersey because our children and grand children are there.
NO WAY Our taxes aren't as low as some states but we beat everyone around us, 1/10 or less of what I would pay if I still lived in NJ.

 Lets say it does pass the Senate does that mean while traveling thru a state that has a magazine capacity law the person traveling cannot have a larger capacity magazine or any other such law?

 The dark haired beauty didn't answer my question. Will states that have magazine capacity laws allow someone from a state that doesn't have capacity laws to pass legally thru their state or will it be illegal to do so? New Jersey, 10 rds max Delaware, No max.

As I understand it, specific state laws on things like that are controlling.  So a 10 round limit would be required and you should comply.  Carrying more could/would become a big problem.

I could be wrong though.  More research is necessary.

High capacity magazines are banned and a felony in NJ, will you need to leave your high capacity mags at the border???

According to my retired police buddy in NY, State Law will rule and it will be up to the CCW holder to do research before entering the State.

As an example:

1) You can text while driving in PA. but not in NY.
2) You can opt out wearing a helmet while on a motorcycle in PA however you have to wear one in NY.
3) If your handgun holds 17 rounds - In PA it is legal while in NY you could only have 10 rounds in your mag (s) even if it could hold 17.
     You would NOT be required to only be in possession of 10 round mags.

Now if the Senate passes their version of National Reciprocity Statute (I give it a 20% chance of happening) it will have to go to committee then voted on ounce again. Final destination Mr. Trump's desk to sign, which he will.

Then it will be challenged in the courts and most-likely be halted while it makes its way to the US Supreme Court. While there, it will only be a 50/50 chance of the statute being deemed Constitutional. Of course Kennedy will be the deciding vote.

If it makes it through all of these hurtles, the real fun will be watching California, Connecticut, Illinois, Maryland, Massachusetts, New Jersey, New York, etc. accepting this law.

Now to add to this nice drama, there is a host of folks on the left that actually are concealed carry advocates. I have friends who vote Democrat on most issues but are staunch 2nd Amendment advocates. I am sure you have similar fiends too. Those people will be the key to making sure the law makes it to Trump's desk. Then being vocal advocates within their States when their AG challenges the law  in court.

According to my internet rumor investigation  :tinfoil: The law states that federal law outweighs state law.

In other words as long as you have a CCW card (whatever your state offers, more on this later) from your state, you are free to move about the country. LEO's are aloud to check your info but they will be subject to prosecution (along with city, state etc...) for any other action/harassment/detaining/etc... regarding CCW.  So a resident of NY or NJ is a felon for owning/possessing high capacity mags but a visitor from another state is free to come and go as they please with the same mags. I'll try to find a link where I read this

My problem is that my state offers a CCW card but anyone is free to carry without a card. Some states do not issue card but allow everyone to carry. Will my drivers license be enough proof to keep me out of jail in another state?

My other problem is the addition of the NCIS check "improvement". Way too many anti 2A people support this which tells me they have plans we done know about. I say ditch NICS altogether, its worthless and is an infringement on law abiding citizens.

EDIT: I didnt find the link yet but I remembered that chuck and nancy both support the bill and that should be reason enough for us not to support it
