I think he tries to kill congressional inquiries by exonerating Trump with stronger language so that Barr does not declassify the juicy stuff.

Formally closing the Special Counsel's Office. Mueller is resigning as a result.
1) Russia hacked Clinton campaign and released information online.
2) not commented on those indicted, but those indictments came from investigation
3) insufficient evidence to charge a larger conspiracy for collusion charge.
4) did not make a determination on whether the president obstructed
5) charging a president was not an option due to department policy and sense of fairness. Even illegal to have a charge hidden under seal
6) does not question AG Barrs decision to release the report.
7) no testifying outside the written report (aka no Congress)

Hot take: he pretty much said "everything I have to say is in the reportc. He punted on declaring innocence but admitted Barr made more parts of the report public than Mueller wanted and said he trusted is judgment on that.
In my opinion this changes nothing. Between the quote above (already on CNNs page) and his language of not being legally able to charge a President, he gave ammo to Dems. Since he didn't say guilty as charged, Republicans will seize on that.
He did say that there was a constitutional way to charhe a President AKA impeachment but in my opinion he did not suggest being for or against that.

Mueller is running scared because Barr is investigating the investigators and because he is a dirty cop just like Comey his very close friend

So when hillary was investigated they had a long list of crimes but din not prosecute
Trump is investigated and they list ZERO crimes committed but they imply there must have been some and hands it off the congress
