80% Lowers - Uncle Joe's Plan

A friend sent me this article today which was leaked to the public Tuesday.

As you can see, it outlines Uncle Joe's plans to have the BATF&E write new rules on 80% lowers sold to the general public.

IF the BATF&E does write new regulations for 80% lowers, I wonder what jurisdiction does this government agency have to write statute. I can only assume that the new restriction will be challenged in the courts not unlike the bump stock restriction.

Not to change the subject but I came upon a powder coated BCG, any thoughts on what its worth? There are no markings so I'm guessing its just a plainjane setup that someone wanted to have coated (not too sure if its powder or whatever else they're using today).
