That's pretty much how they operate.  As people they can be pretty ruthless.  Back when the Soviet Union was still together they didn't have problems with terrorists like the Jackel.  That's because when anyone committed a terror attack against them they would track them down and kill them,  their friends, their family, their family's friends, their dogs, and anyone else they thought even knew them.  Terrorists left them the hell alone.
