Rush Limbaugh said on the radio today that obama started a program in Chicago that payed school districts not to arrest teenage felons and not to expel them either. The person who ran this program was given a job in Broward County. Because these felons were not arrested their crimes did not show up on the FBI ineligible to purchase list.The program was called PROMISE.
I could be wrong on the name of the program, it was loud while I was driving and I googled it and didn't find anything.

RUSH: Now, back to the first hour of the program. I asked a question. What would happen if you learned that background checks may not work because the data in the background check system isn’t even there because of policies from the Obama and Holder Department of Justice to equalize racial populations in prison has resulted in many crimes and criminals not being arrested or reported because of the belief that there is a bias in the criminal justice system against minorities?
What if you were to learn that local police departments, sheriff’s offices, and school districts have been awarded grant money from the Obama administration for doing just that: looking the other way when certain crimes have taken place? On purpose, so as to change the racial proportion of the prison population, among many other things?

No surprise there... as time progresses I think we're going to see that Obama had his fingers in many evil programs.

HHMMMM, I wonder what would happen to some of the politicians and cops if this really started to take off in the news. So Israel worked with obummer and holdingit to not arrest young black criminals. The did not charge the or bring cases where with 2 questions or looking at the photos there would have been a very high chance of conviction. Oh, thats right, he was minority so he was got a pass.
Yeah, that will go over well.

violent and felonious crimes weren't covered under this program - it amounted to 'community service' for lesser crimes - like smoking a joint. community service = stay in school or go to juvie. I couldn't find any reference to someone who commited a violent crime under this program. i did find a few who were in the program who previously or later committed violent crimes and were sent to jail.

anyone have a direct example of someone under this program who was 'pardoned' or 'paroled' of a violent crime, back into highschool?

It's all about money. The fewer arrests the more money so I don't think the school would cut its own throat by reporting crimes. The fewer crimes reported the better the democrat sheriff looks at election time.
i did find a few who were in the program who previously or later committed violent crimes and were sent to jail.

There's to many to list.
He was out to radically transform (destroy) our country and would have succeeded if HiLAIRy was elected.
